Is it normal that there are no thumbs down?

On every post, I see the option to give a thumbs up on a comment, but not the thumbs down. Is this normal?

    I've learned that not everyone can thumb down, I'm pretty new so I can't. But if you keep making comments and thumbing up good comments you will.

    Newer users don't have the power to do so. You have to prove yourself by being responsible and helpful. Only then, will you be allow the sacred power of the thumbs down.

    I believe you get the feature after three months. My original account was before they even had a thumbs feature...this one had both options when I started it.

    I almost never thumb down. I think I did two or three times...and they were all neo-Nazi creeps.

    New users don't get that feature.
    It is activated once you've had your account for some time. (although I don't know how much)
    I joined before they started doing that.

    You have to earn that privilege. Some people have it and some dont. I think it would just be better if everyone got both since people tend to favor certain members though.

      There's supposed to be two options: thumbs up or thumbs down. Apparently, the thumbs down option isn't visible or available to everyone.
