Is it normal there is so many unaccredited colleges?

There is not a lot of available schools where I live. On top of that the ones I do find are for the most not actually accredited. Is it normal so many schools lack accreditation? I really dont understand why law would leave these open. They are just stealing money and wasting peoples time. We also have multiple type of accreditation. One which only a hand ful of companies and 4 year universities recognize. Is it normal its so hard to find a legitimate schools? I do realize how accreditation works. However if it takes up to 2-4 years why dont they not let people go to these schools for that period or something like this. Letting a school to an non accredited school is ridiculous. Spending 1000s when in the end you are told "None of that time or money you spent meant anything" should be a crime.

    Very strange - over here in New Zealand in order for a education provider to be classified as one, it must be accredited by the NZQA (New Zealand Qualification Authority). Is there a body that you can report these colleges/education providers to for providing substandard education?
