Is it normal to always see static in dark rooms/places no matter what?

Like when I look at a wall in a somewhat dark room I can see the color but there's static-like stuff (don't know what to call it) kind of over it. And in a pitch black room all I see is static... At daytime it's harder to see since I usually ignore it. I've had it my whole life and I'm not sure whether it's normal or not..
