That's where pheremones are strongly concentrated. Most of the time the smell is intoxicating, as long as the person is clean & showered, and not sweaty/just finished working out. That way it's not too strong and/or not too mixed with dirt and outside factors that scent a person, and the scent of the pheremones from the pituitary glands is the strongest scent, but not too strong. It is totally normal.
