Is it normal to be tied up and gagged as a punishment?

I was wondering if anyone experienced punishment like this, and if it's a normal thing. One day me (10 years old) and my sister (12 years old) were arguing and fighting in our room. My mother and my aunt heard us and came to see what is happening. My sister told them that I was too mouthy. Before this, I received a warning from my mother about talking too much. She told me she would put tape on my mouth as punishment. We were too noisy when they entered the room and I thought she will do what she told me before. My mother said that she has to tie us up to get a little peace and quiet. Then she remembered the warning she gave me before and told my aunt about it. My aunt went to get some tape while my mom tied us to chairs in the living room she used black electrical tape to tie our hands and feet but she wanted our mouths taped shut with clear tape so she could see if our lips are sealed tight together so she would know when to change the old strips with new ones. She put two strips of tape on our mouths. So we spent the evening tied to chairs with our mouths taped while the rest of the family was watching TV. We were tied in front of them. It was very humiliating. We get fresh piece of tape on the mouth every half hour. we were able only to make "mmm mmmm mmmmf" sounds through our closed mouths. They laughed and told us that the same punishment would be used if we got too loud again.
Is this normal?
