Is it normal to draw eyes straight up in the hair of my characters?

I'm gonna be straight with yall, i'm not a good artist. But I feel like this is a weird quirk, to have my eyes just be ON the hair.

My artstyle basically looks like a mix of Steven Universe, Earthbound, and just plain sucking at drawing, by the way.

    Yes because my cousin is 45 and he draws terrible.
