Maybe normal after a few days of not washing, but with good hygiene and daily showers and penile cleansing, there shouldn't be much visible buildup.
If you're talking fluff from a new pair of underpants at the end of the day, then yes, probably normal. It's not normal on pants you've washed numerous times.
build up of anything else under there is bad hygiene. Get in the damn shower.
It's probably fungus from the moist environment and not being disinfected on a regular basis.
