Is it normal to have writers block?
I have written and rewritten this book for three years, I get half of the way done and then I start all over again.

Writers just write. Then edit. Maybe you should take hallucinogenics to get your in inspiration back. Or fight the fire fighters.
I've never found writing easy. I'm too tightly wound to let my brain free itself enough. This isn't a recommendation but, as a one off, try drinking alcohol and writing mid-way between tipsy and drunk. One of my favourite writers referred to whiskey as "brain oil". It's surprising (but not practical).
I get writers block a lot, I like to write poetry and songs but there are months that I cannot write a single thing, no matter if I do feel inspired, the words just hit the metaphorical wall.
Just take your time, have a little break, go out with friends etc. and if you come back to it, hopefully your mind will be refreshed and ready to go.
write the first draft all rough and ready, it doesnt matter. then do a 2nd draft honing and refining.
I don't know if it is normal but it must be good if you have put this much work into it.
