Is it normal to not be not be able to pee?

My title isn't really a good description.
But heres my peeing issue, whenever I go in public or especially to a friends house and I have a stronge urge to pee, I go to the bathroom. So anyways, once I sit down (I'm a girl) and get ready, I just can't pee. Like I focus so deeply on how badly I need to and usually it takes a while before it finally comes out. I hate being in the bathroom for long at a friends house, its rather awkward.
I don't have this problem at home.
Is it normal?

    I have the same problem when I visit friend's houses or use public restrooms. It isn't always, but if I have to go extra badly it is usually impossible to pee. My best friend (whom is a girl) absolutely refuses to use my restroom for the exact same reason so I'd say it is perfectly normal indeed.

    When I was a kid I couldn't go in a public washroom if there was somebody else in there. A closed stall or not -didn't matter. I think it'll pass with time.

    The same thing happens to me sometimes. Except, it's usually when I've been holding it too long on like a road trip or something like that. I don't know why that happens. Maybe we should see a doctor or something.
