She rarely flushes the toilet when she pees and it's really disgusting. I would rather not look at the toilet and get pee on the floor than have to look at the mess of toilet paper and piss.

Yeah I got to clean the toilet more but saves on water. 2 gallons a flush is outrageous.
How old are we talking? Is this an adult? Is she disabled at all?
It depends on where she grew up. I have a large side of my family who grew up in a small house with a septic tank (shared by nine people), and they had to flush only if someone did a #2. It's not ideal by any means, but they did what they had to. This was also decades ago (the '50s-'70s), so I'm not sure if septic tanks have improved any since then (I don't know much about them, but I lived at a place with one from the early 2000's to the mid-2010's and we didn't have this issue, granted there were only three of us). Still doesn't excuse the mess of toilet paper, though.
Another family member of mine started forgetting to flush the toilet when he began having minor strokes that eventually led to a series of severe ones, so there's a possibility that something might be wrong if this is new behavior (not saying that it is or that this exact problem might be what's going on, but it's just something that's happened in my life).
I have a friend as well with a special needs sister who often forgets to flush the toilet and leaves a mess behind as well.
If it's just laziness, I agree it's gross. Can you have a discussion with her about it?
Many people don't flush pee because it saves water. Does she flush after she makes snakes?
Back when we started to talk about conserving water and various environmental issues (early 1970's) the following ditty circulated concerning toilet usage:
If its yellow, let it mellow
If its brown, flush it down
A toilet is for shitting. Bathrooms should be outfitted with a genderless urinal. Could be a simple drain pipe sticking out of the wall with a removeable funnel.
I dont flush after a pee tbh, it's just unnecessary. I always flush if I have a guest though or at someone elses house/public restrooms.
I flush every 3rd pee. It's a rather reckless use of water to flush every time. Why do you need to pee into clean water anyway? That's ridiculous.

and I don't flush the toilet when I pee. Only if you poop or have your period I think you should have to flush the toilet, especially at night I don't. Because I don't wanna wake anyone up, or alert them to the fact that I've used the toilet.
