The onset of puberty for boys is between the ages of 9 and 14. You're brother is normal. Testosterone therapy can stimulate puberty and secondary sex characteristics if the boy has a condition like hypogonadism or something. Only a doctor can diagnose and treat these things. So ask your parents to consult with his pediatrician if you think there's something wrong.

NO He absolutely cannot take testosterone that young, unless his body is not producing testosterone at all. If that was the case, he would literally look like a girl, LITERALLY. Tell him to chill the f out because puberty for him has already started; the effect won't be so apparent for another year or two.
