Is it normal to not know how to downvote comments?

I can't find the thumbs down button on comments. I see that in the right corner of each comment that there's the option for either a thumbs up or reply, but no thumbs down.

    It's restricted to users who have been around a while. You should get it in a few weeks unless you behave like a twat on here. Then it takes longer.
