Is it normal to pick scabs off your head and eat them?

My brother will pick at scabs on the top of his head....(how they got there? Idk) and he will put them in his mouth, presumably eating them. Is that very normal? Do other people do that? He is 19....so I find it a bit strange that he hasn't grow out of it.
