Is it normal to play on websites from other countries

I somehow stumbled onto the cartoon network site for Australia and UK and the US. I am only from one of these countries so when I try to sign in it always sends me back to my country. Is it normal to go to the same website for different countries. I'm not sure how they even let me on these when I don't live their.
