    First of all, your supposed to have at least 1 urinal between you if you can, and never use the middle one. That's just some basic guy code man.

    If the OP used the term "look" instead of "stare", the responses may have been more neutral. I think it's normal for males to briefly look at other males' penis when in an appropriate setting (locker room, public bathroom, or clothes free beach), but not to stare. In a restroom, you can't help seeing other men even if you look straight ahead. To turn your head and deliberately stare would be impolite.
