Is it normal utility worker hits dogs with metal wrench?

So a Utility worker came to shut someones electricity off and the people left their two dogs in the backyard. {probably hoping he would go away}. But instead the worker entered the yard which is has a legal right too and was attacked by the dogs. He came out with a huge wrench and knocked the crap out of both dogs. The family watched and recorded the event but did not try to take their dogs inside.

Of course they complain animal cruelty.

    It was totally avoidable. They paid their balance that day, so technically he had no reason to be there, let alone enter without even bothering to knock. The family should have been notified when he was coming to switch off the meter.
    If he's going to to just rock up, and ignore the policy of the company he works for (by not retreating from a dangerous situation), he should be liable for any damage he causes. That may not be the law, but that's what it should be, imo.

    Defending yourself against a dog in public, it's the owner's fault. But if you break into someone's backyard, it's yours.

    Guess the home owner expected the Utility worker to just get bit my two dogs because it would be horrible to hurt a dog.

    Texas is a right to carry state, he could have shot the dogs.
