It's normal for hair to grow on genitals, it's called "pubic hair". However, I guess it would depend in exactly where it is. If it really concerns you, you can go ask your doctor.

That reminds me years ago 'xia' I was discussing with friends who had and who had not got hairs ON their penises, strangely enough the guys who had hairy arms like I do have, they were the ones that had hair on their penis, other men who had not got hairy arms did not have hair ON their penis. Its all to do with genetics.
