Is there a civilized response?

I'd start with banning religion.
Thankfully ALL government schools in the entire civilized world now teach science, evolution and space exploration.
Belief in fantasy lands are becoming less and less, and so will terrorists

Terrorism can never really be stopped forever, but I think the best way to minimise it would be to completely ignore it. And I mean completely: no government response, media blackout, the works.

The love revolution will not be televised.We can stop these atrocities simply by loving one another and wanting the best for every human being on this planet. Once we do, we will make the right decisions.

Yes. Terrorism is a response to imperialist bullying of weaker defenseless nations. You stop that and focus on defense INSIDE your frontiers and you'll see how terrorism will stop in a few years.

Terrorism is probably more about money than idealism, today. It is BIG business! Young men and women, finding no options for employment or a future are easily seduced into radicalism with promises of something better. Many are promised that their families will receive a stipend if they martyr themselves for the cause.
Therefor, it would follow that if every single member of their families were killed, the whole genetic line ended, after identification of the attacker(s), that there would be absolutely no incentive for these young people to kill themselves and their potential victims.
As horrible as this sounds, it would be an effective means of ending the daily, world wide carnage, brought about by these misguided souls.
