To buy a vehicle and put someone else's name on it who has a license and pay them an hourly rate to drive you places? Assuming person who bought the car had money to buy it, but no license to buy it.

In QLD Australia, you don't need a license to register a vehicle. We also don't have 'title' paperwork, unless you have a paper trail leading to who bought the vehicle or receipt, without those, the ownership would fall under who the vehicle was registered to, so a contract might help.
Motoring law varies depending what country you live in.
It would be helpful to specify, rather than assuming the whole world knows where you live and how your laws operate.

No idea how accurate this info is, it's literally just the first Google result for "can you buy guy without a license", but it makes perfect sense to me.
You don't need a license to buy or own a car. You need a license to register, operate and insure it for use on roadways (...though you can probably insure it for its value as you could any other valuable if you just own it and never drive it). So, yes, you can buy a car and title it in your name (retaining ownership) and allow someone else to 'use' it, as in they register and insure it under their name.
You cant sign a contract and forge somebody else's name and defraud the motor vehicle department.

No, you don't have to give them total ownership (title) of the car. They (the driver) just need to register and insure it in their name or otherwise have the proper permission to operate it. A car can have differing/multiple owners to registrants/operators.
I asked someone else and they said its illegal to title a car without having a license. Yet, I cant find anywhere, where it says that anywhere else. Though I know when you get a car you need a "Main driver" and a "Secondary" and the "Main driver" will be the one with a license. I was under the impression you could buy your own without license as well, just it has to be cash and you cant drive off the lot with it.
Owning and operating are 2 totally different things. You absolutely can own a car but not be able to operate it and you also can operate a car legally without owning it. Period.
Financing a car is a slightly different ballgame in which you are agreeing to more rules and conditions but these are independent based on the specifics of the contract. The rules exist within the law but are nit THE law.
