Is this normal?? it happens more and more everyday!

Im a teenager attending a college so that i can go to university. A year ago we got a new professor, he dosent teach me anything. This year i started noticing that he stares at me ALOT but not when other people are around or other professors. If im wearing a low cut top he'll stare there too, with no hesitation even if i look him straight in the eye. I normally smile at people if i make eye contact if i do that with him it usually starts up a conversation. He's a very nice man (Old) but when we talk he stares straight into my eyes barely blinking, he'll also occasionaly tap my shoulder or touch my arm when we're talking.

I dont know if this is normal since i have never come across it before and ive seen and read other questions about teachers staring and etc but he also has all these other things. Hes got a family so i dont think he'd be thinking of anything twisted :S Why would he act like that?

Is it normal?

    Next time lick your lips and wink at him. It's the universal sign for "Ew get away from me you perv".

    But seriously nothing he's doing is crossing a line besides maybe looking too long at your blouse which may be because he disapproves of young people wearing that. If you're concerned let him know in a subtle way what you think.

    Maybe, don't smile at him as much as you smile at other people. He might think you're interested.

    80% of men when they look to women, they look straight to their breast. I'm a man and do that often lol... It's a bad habit but we can't stop looking at beautiful women... Women like to stare on flowers and we men like to look at women... Women are our flowers lol

    Truth our work shop teacher did the same, he's a man even if he is old or a teacher they like boobs and girls so they look.

    My rlly old gym teacher stares at girls too. Sorta normal. Makes for a good story tho
