Looking random people in the eye

If someone stares at me and does not look away I usually yell out 'what the fuck are you looking at?!'

I used to do this when I was little. It seems like you might be a bit socially awkward. A lot of people with poor social skills have strange gazes or find they stare at people or over focus on people without noticing until someone pays attention to it (in your case). People will definitely view it was stalkerish or that you have a lot of resentment at the person you are staring at. Have you ever tried focusing on a certain object so that you might get absorbed in that and be less likely to stare directly at someone?
