My comment time-stamps lag

Is it normal the time stamp on comments doesn't reflect the actual amount of time passed since I made them? They don't appear on my profile until about 15 minutes to an hour later. I don't get notification emails right away either, sometimes they're late by an hour and sometimes a couple of days later. Does this happen to anyone else?

    I get a small time lag when I am in a place with spotty Wi-Fi.

    I get re-notifications several months after the fact sometimes. It's irritating and confusing.

    Haven't noticed a time lag, though.
