It is normal for kids to act that way without phones. I think kids these days are on their phones way to much. Just be dominant and tell her if she does not give it back she will never get hers back.

Take something from her that she can't take from you. Like shelter, food and clothing.

March her ass to the police station. Theft is a crime and she should know the consequences of theft if she wants to play those games. She can either turn it over or be placed in juvie. It may sound extreme however, if this story is true, at 8 years old if she is capable of this type of behavior, then she needs to be held responsible.
