I was about to have sex with my girlfriend and she pulled her pants down, but she had a penis. I proceeded to tell her I wasn't ready to have sex yet. Now I don't know if I should break up with her. Or him. What do you think?

That's your choice. It's perfectly okay to break up with her if you feel misled (or just don't like penises :P), and it's perfectly okay to stay with her of you're curious or you like the idea.
Maybe your girlfriend felt embarrassed and that's why your girlfriend didn't tell you before it was time to have sex; just hoped everything would be fine if it was just ignored. That was unfair on you, but understandable behaviour. Just be honest about how you feel when you have a conversation about it; if it isn't something you want then be straight up about it and say so, then break up, otherwise you're prolonging the situation. Conversely, if it *is* something that you're curious about and want to try, say that.
But really my first sentence is the only important one. IIN is great for many things but dictating the duration of your relationship is not one of them. Do what you want, not what we say.
If anything else (s)he fails due to dishonesty.
