Both are at max power. Natsu has dragon force, Naruto has his kiubii sage thing.
In an area with lots of fire.
Both are in max mode power for 4 minutes
Natsu can't eat naruto because it's chakra not fire but there lots of fire around them.
Naruto can only make 30 clones which can be destroyed with one hit each.(only 30 because people will say he can just spam clones which never works due to them dieing on one hit)
Nasty can use lightning dragon mode as well and naruto can use rasenshuriken 3 times(isn't a smart idea though, if nastu uses fire dragons breath towards it will just make the fire stronger)
