Neighbour has very agressive dog

One of the neighbours on our street has a very agressive large dog which they have no control over. Its two women who own it. There is a park infront of our street and the youngest woman always just stands around with the dog there. Today it nearly attacked me. I couldnt see them as for some reason they were standing around in a god damn bush and when I came around the corner there they were. The dog got up on its back legs growling and barking and very agressive trying to attack and she kept pulling the leash as hard she could while yelling insults at the dogs mixed with commands that didnt work in the slightest. I walked by very quickly as it was clear the dog would not stop until I was out of sight and she could barely hold it back. This has happened several times. Last summer the same dog nearly attacked a man who lives on this street and it was the same thing then, it got extremely aggressive and tried to attack while she had to pull the leash as hard as she could and the man just froze. I find this very concerning seeing as theres a lot of kids in this area and all apartment buildings and I can only imagine if a child runs into this useless dog owner and her insane dog in the small stairwell. This is a dog that cant handle seeing people without going nuts and seriously wanting to attack. Is there anything that can be done about this? Not that I know anything about those people or even have a name or anything but I can find out. Where do you report incidents like these?

    I would write them a letter first.

    I don’t think you can report a “near attack” lol. But if in some case you could, the dog would suffer for not actually doing anything wrong.

    Our dog is aggressive. Not towards kids or adults she knows. But most of the time, she behaves in the same manor around people on a leash. So we don’t take her to parks. And we have beware of dog signs on every side of the house. She’s a bloodhound so she’s very big and the breed is notorious for not following commands.

    • Yeah I figured but i'd need to get into their gate to be able to slip them a letter, if I can figure their name out. I bet others have already complained though and so far it doesn't help as she still walks the dog in the same spot. I dont think shes a good owner because dogs need proper walks, not to stand around in a park a few times a day and to on top of that live in an apartment. I also saw a child, probably related to her, throw snow on the dog back in winter and she did nothing about it. Earlier today I saw her walking around kicking it... Soyeah. One of those days the dog will get away when wanting to attack because she can barely control it, or it will attack her for how she treats it which i'll have to admit i'd care less about.
