Normal to have an uncircumcised penis that smells like pee

It seems like my boyfriend can not wash his penis properly. Even when he says he just cleaned it there is a smell of pee so I rarely go down on him. I feel bad for him because he rarely gets bjs and he goes down on me a lot but I wash almost every time right before so I smell clean. I have cleaned it twice for him once in the shower and once in a bedbath sort of way and it smelled fine. I am sorta just saying no now because I know if done properly it won't smell and he needs to learn a lesson (clean penis=bj). He rufused to clean it the other night when it smelled and I go fine then no bj... he was irritated saying "I'll remember this" but come on... wash your damn penis correctly you lazy bum... like how hard is it?
