People crossing road talking on cell phone oblivious to cars- is it normal ?

Today I was driving my car when an idiot talking on his cell phone went to cross the road without even looking to see if there were any cars coming.

There was a car coming. My car. I had to slam my brakes on in order to avoid running him over. I almost ran him over.

But in that moment a little part of me actually felt like accelerating to teach the dummy a lesson about crossing roads without looking while talking on cell phone. But of course I didn't.

Is it normal?

    People should be aware of their surroundings all the time. To text while walking across the road is really dangerous.

      I also sometimes get a sick enjoyment from scaring people in my truck sometimes
