Russian guy saying n*gga

So there's this Russian guy and he's a good guy, believes in treating people fairly, and he isn't racist or extreme in any way. Furthermore, he's a basic guy, blends in well. But he just drops the n word into sentences when he's speaking English, so casually that I barely registered it.
Not about black people, but just generally, about himself, or others, like 'bony ass n*gga' and 'that n*gga', or 'chilli n*gga'.
Do Russian people mostly not know that this is a bad word? Is it seen as something really casual from the internet?
Don't take this as an insult, I don't live in Russia and don't know much about Russians.

    It's just American culture influencing people. It probably doesn't really mean much in Russia cos they don't have a history of African slavery. (Not that I know of, I could be wrong)

    There are 400, 000 words in the English language and there are 7 of them you can't say on television.

    What a ratio that is. 399, 993 to 7. They must really be bad. They'd have to be outrageous to be seperated from a group that large. All of you over here, you 7, Bad Words. That's what they told us they were, remember? "That's a bad word!"

    No bad words, bad thoughts, bad intentions,and words. You know the 7, don't you, that you can't say on television?

      I guess where I'm from it's less acceptable to say that so it's probably a cultural difference.
