Serious confidence issues yet look people in the eye

My confidence is unbelievably pathetic and low. I don't speak much in conversations and never in group discussions! Yet I have no problem looking people in the eye, even people way more powerful and older than me. I don't understand how I can't talk to anyone but have no problem staring at intimidating people !!!! Any ideas?

    I never had any problem looking into somebody's eys except when I was younger and I used to play the shy one.

    Confidence is tricky. I know somewhat arrogant guy, but he can't look people in the eye at all. Not me or his girlfriend. You're obviously not scared of other people. Hmm. This is perplexing.
