I have a "friend"...well we used to be quite close, but over the last year or so we sort of drifted apart with new friend groups. Now, her birthday is coming up in a few days and I don't know if I want to bother giving her a present. For the past several years I've given her a gift, so I'll feel a little guilty for not giving her a gift.
At the same time, it will be awkward because we don't talk much anymore.

Send her a card: if y ou haven't been close for a year I wouldn't be bothering with a present. Presumably you've had a birthday during that time: did she give you a present?
I don't think it matters. If you feel guilty, try calling her up and talk for a while. It the connect between you two is still strong then sure, you could get her something.
I have a friend that has been my friend like forever but she's far away now and we don't talk too much as we used to so we understand if one of us doesn't get the other a present.
Since you said you've drifted apart and it'll be awkward, don't send her one. If you must don't go all out and spend a lot on someone you're no longer close to.
