Smart tv eating up all bandwidth

Every fucking time i connect my lg smart tv to the internet my internet moves slow as shit!! my pings is at a 40 or something when i play videos online and once i connect that damn smart tv BAM!! internet is so fucking slow and my ping is at 200+. youtube videos are loading slow and i cant watch streams or anything because it always pauses! is this normal? can anyone help me.

      My mom always watches netflix on it. even when its off it slows down the internet :(
