There is a strange man walking around my neighborhood

It is 3:30 in the morning and we live on a cul de sac that's off a really long neighborhood road so it's not like we're downtown where this is normal for people to be wandering around late at night. This scary man turned and looked directly at my house for about 30 seconds and then he looked directly at me for about 10 seconds! I didn't even breathe I was so petrified with fear. I'm in the second story window, I have no lights on inside my room and was peeking through barely cracked blinds. There is no way he should've seen me.

He then turned and just kept walking down the the sidewalk slowly slapping what looked like a tamborine? My husband works road construction at night and isn't home. My phone was dead or I would've called the police. I have never been so scared in my life! I still am. Now I'm starting to think he had on a mask. Like one of those ones you see in the movies where bankrobbers wear and they look like old presidents or something. his face was so scary and didn't look quite right even though it was hard to make out in the dark amber streetlight glow. What if he was slapping a knife or machete or something and not a tamborine?
