When my bulk toilet paper runs out, I am not planning on getting more for cost reasons. I also do not want to substitute it with water as that is just adding to the cost again.

I doubt OP has ever tried to wipe with old receipts/ paper before - I do not recommend. Maybe old book pages would be softer and more absorbent? Still wouldn’t go there unless absolutely necessary.
OP would you be able to subtly take toilet paper from your work?
I've used a bidet (Walmart)19.99, for the past 8 years. No Wasted $$$ on TP. Have saved enough to retire!! Only fools buy TP.
When money got tight during my childhood, we just used rags made from the clothing we got too tall to wear.
For real though it sucked. I suggest you look into your budget and try to cut down on something in order to afford toilet paper.
Is the (10 cents?) saved every day really worth the inconvenience considering much bigger life expenses such as food, rent, etc.?
Wet sponges, or a rag on a stick. Reusable, comfortable, and you can wash and reuse. Just... make sure the rag's attached tightly, else you may get a nasty surprise, and a trip to A&E if the stick slips.
Leave it be, then when it dries in your ass, you can remove it with your hands without getting your hands dirty.

I remember during covid the internet started bitching about toilet paper shortages and I was laughing with mountains of toilet paper packages all over the place. I was the first one in my walmart that bought up all the rice, beans, and toilet paper. I spent like $250 and I had enough food my whole family could live like a third worlder for about a year.
