Wearing shorts in winter?!

is it normal that I think any weather above 40 degrees is considered to hot?? In the summer i have to stay inside all day because it is way to hot to go outside. Then in winter I never wear a jacket and sometimes wear shorts outside.I know it sounds crazy but I never get sick or get frost bite from it.

    I wear shorts all the time here in the UK, I just love shorts, they are amazing!

    I live in Minnesota so the winters get COLD but I'm not bothered by it.
