Weird skin condition i think?

My skin is somewhat weird compared to everybody else's my skins instead of growing hair it has bumps and its very rough and spiky I don't know what it is and it is very annoying every time I scratch my arm my skin is very rough and uncomfortable to me and my girls in the past that led to many breakups. I have it all over my body and it doesnt bother me but it bother everyone else. anyone got any idea what this is? also my arm is not one color it has darker spots that are bumpy and some have hair on top of the bumps.
