What age should sex be legal?
So in the US it's pretty much 18 or 16 with age windows, but I have seen in Europe it's as low as 13?! What age do you think sex should be legal?

18 and over. People under 18 are just kids and should NOT be having sexual relations. It's just plain wrong.
Adolescence is a 20th century invention. Adulthood came directly after childhood just over 100 years ago. For women it was after their first period. IOW, for the first 99.99% of human history, you were a woman at 12-14 in most cases. Men that's a different story.
Adulthood is 18 and over. Although I would say around 25 would be more accurate. 18 year olds are still basically children, hence the reason why most young "adults" are fucking idiots.
Funny, I've met so many idiots over 40 who behaved like children, and yet so many that where much more sensible and responsible at 18, and not just a small percentage.
But if 16 year olds can fuck partners less than 24 months their senior, it is not abuse. It's hanky panky. And, it's much better than cousin fucking, uncle raping, teacher humping, and priests sticking their dicks into little boy's butts.

The arbitrary number of 18 was invented to extend the educational years of adults over 13 to account for the new industrial/technological age requiring additional training. Women were included to increase the workforce which, surprise, increased tax revenue for the government warlocks.

I like the statutory law where I am from. Starting at 14 or 15, you can legally have sex with someone up to 4 years older than you. At 18, free game.
I don't see what age has to do with it. It would make more sense to require people to pass a test of some kind. Goodness knows there are plenty of adults who really shouldn't be breeding anyway.
I myself think that if the girl is willing and you can fit inside her and she wants it then go for it. Me personally I wouldn't penetrate a girl under 7. So for me 7 years old.
It shouldn't be based on a chronological age, it should be based on maturity level. If that were so we'd have a lot fewer stupid people running about making more stupid people.
A chronological age for damn near anything is a useless metric.

I see where you're going with it, and I think there's a level of validity to it, however the problem arises with the word "properly". Who would decide what was proper to begin with and what tool could be used to ascertain when the criteria had been met? It's a thorny issue to be sure.
My personal belief is that when people can take on a responsibility and do it as an adult, they should be granted that privilege. As an example I work with a woman that doesn't want her child to drive until he's 18 and she's actively keeping things working to her plan, which I suppose as a parent is her prerogative. But I think when the lad can afford the car and the fuel and the insurance, etc. that he's surpassed the bar for entry and should be allowed to have the car.
Not sure how or if this could be applied to sex though.
In a perfect world where everyone could actually aggree on something, age limits may have some value then.
I think it would likely depend upon the agreement is about. My issue with basing things on age is that everyone is different. I've met early teens that had the acumen of someone 3 to 4 times their age. Biological or Chronological age is nearly meaningless unless codified into law, and then it's simply a social contract where we all agree to be stupid together.
People often bring up age where sex is concerned. It would just as much sense to use height as a determining factor, like a carnival ride. Consent is the key and that's where it gets sticky. Clearly a person in the single digit ages doesn't have the capacity to fully understand the ramifications of the action let alone be capable of undertaking intercourse. However, once you start getting into the teens it gets muddled. I've met 40 year olds that based on their maturity and such should be allowed to have sex or drive a car or many, many other things.
There is no accurate way to assess someone's capacity other than to see that they simply aren't capable of consent (the mentally impaired being a prime example). But does this mean sex with a 21 year old that is drunk should be illegal because their ability to consent is diminished? That's rhetorical, btw, no reply necessary, just a thought exercise for the reader.
This subject is actually really dull, possibly because reasonable people can easily disagree or perhaps because it comes up so often. Who can say?

Nobody under 15. 15-17 can be fucked by 15-19, with no more than a two year age difference. So a 19 can fuck a 17 but not 15-16. An 18 can fuck 16-17. A 17 can fuck can fuck a 15-16.
