Like if your both meant to do something together but person B wont assist since they feel like being moody? Even though Person B was assigned to do a task with person A?
Snitch on em, it's work not tha streets, or jail or whatever. Hell, you can even ask your boss to assign you to a different partner. You're not responsible for this other, possibly mentally ill, person's feelings.

It sounds like you want us to answer your homework assignment for you. Well here goes. I doubt only one person has a license. But in that case, go get a license and drive as well as whatever you are supposed to do. Then you and the other person get together and kick the living shit out of John for being a dick. He will have learned his lesson and you will have completed your task. Voila.
