I agree with olderdude, many different factors involved.
Age is also a big factor, I would say for a 5'4" female 54kg (120) to 64kg (140) the younger you are the closer to the lower side. After having children and getting close to 40 or 50 years old the higher side may still be very appropriate and still look good.
More importantly is the health if you're active and how you feel.
Whatever weight that SHE feels comfortable with. That's the right weight.
