With respect, given the nature of your leg traumas and your age, I think you might benefit most from expert advice.

When I have had leg problems (as a young person, who as a young person, had the kind of body that regenerates quickly and is rather forgiving towards injuries and mistakes), the best workout was very gentle, regular physiotherapy exercises with a stretchy therapy band to tense and relax the muscles that needed to be tensed and relaxed. The physio doctor told me what to do in order to exercise the right muscles and not make myself weaker instead.

Like grune said you probably need expert advice from a physical therapist. The stair stepper is great though. Also walking up hills is underrated

Cycling. I have a city bike that I use for transportation, workout and leisure. My legs are very strong. Its low impact so it's my top recommendation to folks.
