Between 1994-2000 when Rudy was mayor. It was safer & cleaner and then came 9/11 and it's been downhill ever since.
Neither. You go to NYC in either spring or fall. There's a reason they wrote, "Autumn In New York". The air is crisp. The leaves are turning. The stores are getting ready for the holidays. It's magical. Summer's hot & humid. Winter's cold as hell.
I hear NYC winters are brutal. I'm used to summers around 100f/38c degrees so I could handle a New York summer easily
Late fall, early Winter is the best time to visit. Tourists do a lot of Christmas shopping around that time and all the shops have good merch and are nice and clean.
I usually try to stay out of NYC unless I really need to be there. It's a real shithole there most of the time. There's a lot of violent, mentally ill homeless people walking around there and I always seem to get threatened by one when I go. XD
My first visit was in December a long time ago. Really liked it, but wouldn’t go now.

Considering my line of work New York looks like a hell pit to visit.
Did get a glimpse of saint Louis on a drive through though and that was neat with the arch and all.
Coming up Kentucky into Ohio on I-75 into Cincinnati at night is beautiful too. It looks like a christmas tree in the distance when you get up the hill to reveal the city in the distance.
I live in New York, tourists almost always come back but for living it's incredibly expensive and could be cleaner but always lots to do.
I drive tanker. Hazmat at that. So big cities like that arent friendly to my kind. Especially with the lack of parking and the idling laws which are stupid to the people that keep you fed and stocked with supplies.
In personal time though. Eh not really a big city fan. Perfer more trees than people type places.
Summer. Purely because I would hate how low the temperature would be if I went in the winter.
I’ve been to NYC a few times, winter is absolutely better. They deck it out.
If you keep your gaze up to look at the pretty Christmas lights you won’t see all the homeless people and garbage everywhere
