I'd put the blame on the terrorist.
What few people realize is that 9/11 was the 3rd attempt to take down or significantly damage the World Trade Center.
In my case people at work were stunned when I replied to the fact that the WTC had been attacked by terrorist with the statement that this was expected as there had been 2 previous attempts. Then in the TV News Specials a few weeks after the event those previous attempts were discussed and shown on some of the TV News specials.
What I don't get about most of the Terrorists is that while they are angry at the USA in this case; that they then feel justified in massacring large numbers of civilians with no Military or Center of Government targets.
I just don't find that is acceptable behavior; and in my reading of the Quran I cannot find any support for that line of thought.
In my opinion terrorist (of many religions) are almost always using interpretations that are not obviously found in their religious document (and are often directly counter to the principles in their religious document).
Stupid question. What were the other two attempts?
I remember one. The bombing in the underground garage in 1993, but what was the other attempt?

Donald Rumsfield (secretary of defense) on september 10th 2001 holding a press conference saying 2.1 trillion dollars is missing from the pentagon. I always thought that was odd we never heard of this again and september 11th was the next day. The timing is abit crazy. Also if you look at the official budget for the afghanistan war its almost the exact same.

What specifically did the US do to al Qaida to piss them off so badly they would do 9/11? Give them arms to fight off the Soviets. How fucking grateful they turned out to be.
Question was responsible for 9-11. Not responsible for the deaths.
I agree the deaths would have most likely been a few hundred if the buildings had not collapsed and most likely no or very few first responders.
But that would have changed the whole narrative and would have gone the way of the other two attacks on the WTC.
The design and engineering of the building was the main killer. But in defense of the engineers and builders you really can't build for every possible tragic event especially ones you can't imagine.
Personally the problems come with building something over 400m into the air. It's a little bit of engineer's pride (I can do this) but a lot more greed (if I buy this little piece of property how many offices/apartments can I put on it) it all comes down to money. The impact to utilities, roads, transportation, and support of those buildings and people become the problem of the local people. Any time you build over 3 or 4 stories tall the supporting infrastructure is going to be impacted but that's another topic.
