Do you live in Australia? I pronounce it (pick-ture) but sometimes, it does come out as "pitcher".
They may THINK they're pronouncing the 'c', but some accents slur it into the rest of the word. But no, the 'c' is NOT silent.
Oddly is seem to me that it's the T that easily gets lost. When I say it it comes out like pic-chur, or even pic-shur if I'm talking fast.
same as people who say liberry for library... I always though it was because certain combinations of letters are difficult for some people to say. it's almost more like a speech impediment that way. although I've not heard other words containing "ct" said that way as often as i hear "piture", so maybe it's just something they learn or like a dialect.
