First off you either have a static ip or a dynamic ip. It's not the same thing. if you have a static one then it can't be changed unless you get a new modem or something. If it's dynamic then just switch it off then on again. I can't imagine an ISP would give a damn that you are banned from some forum rofl.
You shouldn't have broke the rules if you couldnt figure out how to get around the consequences.
Just talk to the admins if you're banned, if you mean IsItNormal. I got banned a long time ago (years ago) and the management tried to get in contact with me so we could sort it out. Nice person. :)
99% of the time your ISP gives you DYNAMIC IP address and you have to pay for a static IP address.
IP bans no longer exist, if you were banned on the forum, it must have been an account ban.
But to answer your question, if you want get around an IP ban just use a proxy or VPN.

Best way to get rid of a ban is to find the person who banned you, find out where they live and threaten to kill them if they don't remove the ban.
Unless you operate your own server, like Hillary Clinton, or you are a business, I would imagine your IP is already dynamic. Not as dynamic as the old AOL used to be, but it isn't truly a static IP. What did you do to get banned. Just go to the library and register a new account from that location. Chances are you might be able to pull off a bypass that way.
